The governor of California has few options for action, he can do nothing against the president, he is simply ignored, what else is he supposed to do? That is exactly what is being exploited here. It remains to be feared that the conflict will be brutally put down by force of arms. He wants to make an example and declare a state of emergency; if this is defined as a rebellion, he can secure even more power for himself.
